I don't think anyone on this list is a better choice for the Council then Anakin.

Definitely those who have a lot more experience than Anakin and also show more control over their emotions, like Luminara Unduli. From what I know, the same can also be said about Tera Sinube and Cin Drallig. So, any of these three seem to make a better choice than Anakin. I'm not sure about Jaro Tapal but based on what I know about him, the same goes probably for him.

Aayla on the other hand doesn't seem much older than Anakin, so in terms of experience, she's probably not necessarily a better choice; however she, does seem to have more of a grasp on her emotions, so all in all, she would probably be a better choice as well.

The only one I'm sceptical about is Quinlan. Despite being older than Anakin, he's just as chaotic as him. Not sure if he possesses enough maturity to be part of the Council

Definitely not canon Quinlan, he was a hippie 😂. The only one on this list that remotely belongs on the council imo is Luminara for her calm, clear headed, and patient nature.

Sinube. He's been around for a significant part of Jedi history, and has been shown to be insightful, clever, and thoughtful in a way that most on this list have not. My second choice from this list would be Aayla, with the only points against her being her youth and relative inexperience, both of which were qualities Anakin exemplified even more so than her. Unduli and Tapal have leadership qualities, but they also have cold and callous personalities that I don't think are a benefit to the Order.
