To be honest no one, no one on this list got any but better they really only got worse.

Everyone one this list didn’t get half of the development they got in the legends clone wars and republic era. I love the Clone Wars tv show but it didn’t do any of these characters justice imo. I guess I’ll go with Shaak Ti though because out of everyone on this list she did have some great moments in the kamino centric storylines.

Shaak Ti. All she did before that was die... several different ways...

Kit Fisto and Plo Koon both did

On this list Luminara Unduli and Shaak Ti

I didn’t put Plo Koon or Kit Fisto on the list because I felt Plo Koon got the most characterization after Obi-Wan, Anakin, Ahsoka, Padmé, Yoda, Windu & Rex. And Kit Fisto had a whole episode to himself and appeared in more story arcs.

Most of them didn't get much development, the Legends comic add much more character depth, but I'll go with Luminara, cause she doesn't appear much in Legends and had some interesting moments in the show.
