I think acting physically when using the Force is more like an instinct, probably to help visualizing the act in order to make it happen via willpower. Rey is very powerful, so she probably didn't need it. An even more powerful Force sensitive person probably wouldn't have to speak at all.

It's mostly done to distract the targets mind, as if your distracted you can't resist as well. Kinda akin to putting your hand out to shake on a deal before they've really made up their mind.

You don't necessarily need hand movements to use the Force. Any Force user can perform telekinesis without even lifting a finger.

To be fair, other motorists won’t raise their hand at me to let me know what they think of my driving either. Usually just one finger will do.

You dont need to do the hand wave, it just makes it easier because it confuses the trooper leading their mind exactly where it needs to be, so i think thats why rey failed the first time, also she's one of the chosen ones so it comes naturally to some extent
