He has to be, like when in episode two he walks up to the elevator where Obi-wan and Anakin are in wait for the door to open, then he "Acts Surprised" he obviously sensed them coming. and he was the one to declare more powers to Chancellor Palpatine so he could over through the Jedi, something in Jar Jar's best interest,(if he was a Sith Lord) He just needs another face in front of his agenda, you thought it was Palpatine, Naaaah its REALLY Jar Jar Binks. @Weezothkid think it was very sus how we act surprised like that. And I was about to include it when I thought. 1. He would have known they were arriving anyways at that time and 2. Nah. The only thing Jar Jar ever did was to become the most annoying SW character. A title previously held by C-3PO.
