Usage

Unlike Template: Welcome, this Template is not to be used whenever a new anonymous user appears. If anonymous users had any interest in being welcomed, they would join the wiki. Instead, it should be used only in limited circumstances, such as when you must speak to an IP about edits or ask him or her questions.
