Dr. Frances H. Arnold (born July 25, 1956) is an American chemical engineer and Nobel Laureate. At Caltech, Frances is the Linus Pauling Professor of Chemical Engineering, Bioengineering and Biochemistry. She won the Nobel Prize in Chemistry for her work in the directed evolution to engineer enzymes in 2018.

In "The Laureate Accumulation", the Coopers are trying to get some Nobel winners on their side to counter their rivals' publicity tour. She's notable in the eyes of Sheldon for founding the Nell-Bell Peace Prize, something that reminds him of his classmate, Nell Cavanaugh, though the actual award is unrelated. No one is interested because Sheldon has insulted everyone in the scientific community. First they send cookies to various prospects. Frances seems to like getting the cookies until she finds out that they are oatmeal cookies. She comes to the university reception and loves the Coopers' story about developing their theory on their wedding day.
